    In June 2025, the Minister set out a programme of reforms (subject to investment) arising from the review of post-school provision for young people with Special Educational Needs, focused on strengthening transitions, enhancing learner supports, and improving pathways beyond school. Implementation of the Minister’s reforms is being taken forward by two teams: Post-School SEN Transformation (Systems, Transitions & Pathways), and Post-School SEN Transformation - FE.

    The Post-School SEN Transformation (Systems, Transitions & Pathways) Branch is leading work to strengthen transition planning school into further education, training, employment and adult services; develop more person-centred and coordinated support arrangements; improve information sharing and cross-departmental collaboration; enhance systems and processes underpinning post-school SEN provision to support the development of clearer progression pathways and outcomes for young people.

    The Post-School SEN Transformation - FE Branch is responsible for the further education elements of the reform programme, including the development and delivery of enhanced learner support models within FE colleges; improving access, participation and retention for learners with SEN; building college capacity and capability to meet a wider range of needs; strengthening curriculum and skills pathways; and ensuring that FE provision aligns with the wider objectives of improving educational, employment and independence outcomes for young people with SEN
