    The Department of Enterprise, Trade and Investment (DETI) has prepared an Equality Scheme (June 2003) setting out how it proposes to fulfil the duties required by Section 75 of the Northern Ireland Act. The Scheme lists the policies and key activities through which DETI delivers its functions.

    Telecommunications policy is listed as Policy (J): To ensure that all of Northern Ireland has a world class infrastructure in terms of broadband capacity, access and cost. This involves:

    • promoting competition in the telecommunications market in NI
    • improving international connectivity
    • improving accessibility to broadband telecommunication, in particular in rural areas
    • stimulating demand by industry
