Consultation description

The key elements of the Third Package include

• a range of greater consumer protection measures
• stringent requirements for unbundling network operations from other activities
• ensuring fairer competition between companies within the EU and those outside the EU
• more powers and independence for national regulators
• greater co-operation between Member States
• the creation of a new European energy agency (the Agency for the Cooperation of European Regulators or ACER)
