The Operating Manual has been produced by the European Social Fund (ESF) Managing Authority, which is part of the European Fund Management Division within the Department for the Economy (DfE). It is intended as a general reference guide for the implementation of the programme, to be used both by intermediate bodies and by individual beneficiaries.
