It is intended as a general reference guide for the implementation of the Programme, to be used both by Intermediate Bodies, to whom the Managing Authority has delegated various roles in relation to the management of specific investment priorities, and by individual beneficiaries, the ultimate recipients of funding under the Programme.
The European Social Fund (ESF) Operating Manual has been produced by the Programme Managing Authority, which is part of the European Fund Management Division within the Department for the Economy (DfE).
