Archibald launches consultation to strengthen protections for heat network consumers

The measures would provide stronger consumer protections while creating a regulatory environment to support the sector's future development.

Heat networks typically distribute heat from a central source to homes, businesses and public buildings through insulated underground pipes.  By reducing the need for individual boilers, heat networks have the potential to be an important part of the transition to cleaner, more efficient and cost-effective heating.

Already widely used across Europe and around the world, heat networks can reduce reliance on fossil fuels by using local and renewable heat sources.  The introduction of a regulatory framework for heat networks will also provide confidence to investors, support sector growth, and create skilled green jobs across the region. 

Launching the consultation, Minister Archibald said:

 "As heat networks become an increasingly important part of our clean energy future, it is essential that consumers have confidence that they will be treated fairly and protected.

“These proposals will help ensure that customers of heat networks can expect clear information, accurate billing and effective routes for resolving complaints. 

“By putting a local regulatory framework in place now, we can protect consumers while creating the conditions for investment in low-carbon heating. This will support our transition to net zero, strengthen energy security at the right cost for consumers and help develop our regional green economy.”

The consultation will run for eight weeks, with feedback helping to shape future legislation and establishing our regional heat network regulatory framework.
